Protecting the nursing profession in our state

February 11, 2026 by AAPPN

The AAPPN Legislative Committee has evaluated more than 30 bills in the 2026 session.

This article, originally posted on February 4, 2026, has been updated to reflect the current status of the bills in the legislative session.

Committee members have provided oral testimony and submitted written testimony, talked to stakeholders, and weighed in on behalf of AAPPN with “pro” or “con” stances on more than a dozen bills, including two bills regarding the use of AI in healthcare:

  • SB 5904, Concerning the use of nursing titles. AAPPN supports this bill, which passed through the Senate Health and Long-Term Care Committee and is now in the Rules Committee.
  • HB 2599, Protecting the integrity of therapy and psychotherapy services. While AAPPN works to ensure safeguards in the use of AI in healthcare, AAPPN had concerns about this bill and did not support it. The bill did not make it out of committee.

AAPPN also voiced positions about two other major bills:

  • HB 2261, Ensuring transparency in credentials and communications between patients and health care professionals. AAPPN opposed this bill, which did not make it out of committee. Thank you to AAPPN members who joined more than 700 people in signing in “con” on this bill.
  • HB 2339, Concerning the regulation of nursing. AAPPN supports this bill, which will change our licensure to create prescriptive authority by default rather than the current opt-in arrangement. It is currently in the House Rules Committee.

The legislature is now in the cut-off period, where bills need to make it out of their house of origin in order to receive further consideration this year. The legislative session will conclude on March 12.

AAPPN’s Legislative Committee is chaired by Kristine Highlander and led by our lobbyist, Devon Connor-Green. Our thanks to Kristine and the other committee volunteers: Nikki Behner, Kelly Brewer, Zoë Evans-Agnew, David Falikovici, Leslie Hite, Patricia Morgan, and Anna Raymaker.
